When a mail URL link is invoked....... basically you are doing the same thing as "notes.exe mail" in dos. That command option (mail) look at the current location document for the mail file name -- under the mail section. If the mail file/path is not correct or does not exist on that home server, then you will not get a new window with a memo document.
In my 6.5 client when I type this at the dos prompt I don't get a new window no error message. Then I tried a mailto link from the web and I got this error message "Unable to encrypt saved mail because the mailfile specified in your current location (mail file location) is not on your workspace or available on the network." in the display window. To wit, the location document did not have the correct server and/or mail filepath. After I provide the correct location, I was able to get it via dos and the mailto URL link. So I would check your location document.
FYI, In R6.0.3 and R6.5 you are ask if you want notes to be your default mail program and there is a user preference for this as well.
